Who We Are

Rising Star Resource Development Corporation (Rising Star) is a private non-profit incorporated 501(c)3, Community Rehabilitation Program (CRP). We are a supportive employer providing rehabilitation services to persons with barriers to employment due to their disabilities, life circum-stances and our veterans through municipal, state, federal government service contract programs.
This is done through the assistance of two programs: WorkQuest (formerly known as TIBH Industries Inc.) for State Use contracts and Source America’s AbilityOne Program for Federal contracts. As such, we have operations capabilities throughout Texas and the continental United States.

We seek to train, develop and transition our team members into productive choice career roles. Our program is veteran led and therefore strongly supportive of our veterans, their training and esprit de corps to maximize our potential, foster an inclusive workforce and enhance the level of services provided.

Provide training and skill development to the disabled and veterans, through supportive employment and job placement opportunities, so career aspirations and stability can be achieved.

Our vision

Enable the disabled, and those on social programs, to be fully producing individuals and gain independence, with training, mentoring, and integrative programs and contracts, that achieve sustainable employment.

Our history

Rising Star was founded in 2003 and began contract service delivery in 2010. From the very beginning, Rising Star was not founded upon traditional nonprofits models depending on grant funding and donations to accomplish its mission; it was created as a self-funding operation leveraging its status as a nonprofit where necessary to complete its mission and service to its team of dedicated staff and employees. We are also not restricted geographically and are thereby able to perform services throughout the State of Texas and the United States.

A social enterprise is an organization that applies commercial strategies to maximize improvements in human and environmental well-being—this may include maximizing social impact alongside profits for external shareholders. The Social Enterprise Alliance defines a social enterprise organization as one that addresses a basic unmet need or solves a social problem through a market-driven approach.

The foundation of our contract service experience resides with its Founder and its Board of Directors. Mr. Dennis D. Edwards Sr. possess over twenty five years of Project Management and Construction experience with the majority in fortune 20 companies. These homogenized experiences in operational efficiency, program management, sales and marketing and capitalistic management has now found a home to the benefits of the agency. Each and every day these attributes are applied to improve our communities, the well-being of our family members and society in general to bring hope to those that felt under served.

Our general approach to new contract services opportunities is there is nothing outside of our capabilities spectrum given proper time and requirement definition that our team and our partnering fellow agencies and for-profit 8a entities are not able to scale to in order to deliver a service requirement model.

We extended our sincere appreciation to our numerous mentors and supporters in the creation of Rising Star. Our strategic vision of a social enterprise is accomplished when the mission is self-sustainable. The organizational model is employment through entrepreneurial development of lines of businesses. The vision is a combination of years of experience as an entrepreneur and over 30 years in Corporate America in Construction Project Management and Information technology Business Development. Mr. Edwards holds a BS Civil Engineering from Prairie View A&M University and EMBA from University of Texas at Dallas.

He is a proud disabled veteran commissioned as a U.S. Army Corps of Engineer Officer. He is professionally certified as a Project Management Professional (PMP) since 2001. He is a long tendered volunteer and supporter of Big Brothers and Big Sisters and Boy Scouts of America. He is a man of passion and inter-drive in coaching, counseling and mentoring people to their highest success.
